- Description: The Winners Circle Community is a state and national support network of recovering ex-offenders that has a Tyler chapter. The Texas Department of Criminal Justice treatment initiative is supporting the Winners Circle as the national state support center to start networking and helping others. The group helps families who have or have had family members in prison to adjust and help turns their lives around through support of the community. The Tyler chapter held a meeting on Sept. 25, 2009 at the South Central Church of Christ on Frankston Highway.
